Adopt a resolution authorizing the <br />Agency to execute the Race-Neutral <br />Implementation Agreement with <br />Transportation. <br /> <br />City Engineer of the Public Works <br />Disadvantaged Business Enterprise <br />the California Department of <br /> <br />2. Adopt a resolution authorizing the City Engineer to execute future <br />agreements with Caltrans regarding changes in Title 49 of the Code of <br />Federal Regulations. <br /> <br />DISCUSSION <br /> <br />Every year the Public Works Agency lS required to update the <br />Disadvantaged Business Enterprise (DBE) program annual goal which <br />involved federally funded projects administered by The California <br />Department of Transportation (Caltrans). As part of the funding <br />approval, the City is required to update the annual DBE Goal. However, <br />recent changes in Titles 49 of the Code of Federal Regulations require <br />the City to execute a Race-Neutral DBE Implementation Agreement to meet <br />the local agency's responsibilities under the Caltrans race-neutral DBE <br />Program. <br /> <br />To comply with this new DBE program, a Race-Neutral DBE Implementation <br />Agreement must be executed by an authorized official in order to make <br />certain that new DBE Program procedures have been followed and that the <br />requirements of Title 49 Code of Federal Regulations have been met. A <br />resolution is needed to authorize the City Engineer of the Public Works <br />Agency to execute the Race-Neutral DBE Implementation Agreement and all <br />future changes in Title 49 of the Code of Federal Regulations. <br /> <br />55A-1 <br />
