Police Chief Walters and Lieutenant Mike Foote provided the Council and audience with a <br />status report and statistics regarding graffiti prevention, eradication and prosecution activity <br />in the City since the COP's last forum on graffiti in February. Lieutenant Foote reported the <br />extensive number of graffiti-related arrests had exceeded the capacity of the victim-referral <br />program and noted that a number of COP members had volunteered and were currently in <br />training to assist with that program. <br /> <br />The following COP members offered suggestions concerning graffiti enforcement and other <br />policing needs: <br /> <br />William Boynton <br />Sal Juarez <br />Harriet Hallmark <br />Dave Conley <br />Robert Henson <br />Melanie Springer <br />Dan Hernandez <br />Kathleen Johnson <br /> <br />Councilmember Richardson requested staff pursue removal of graffiti from street lights. <br /> <br />COP President Gawronski requested the Council convene for another forum in the future to <br />address illegal discharge of firearms in the City. <br /> <br />RECESSED - 8:14 P.M. <br /> <br />RECONVENED - 8:39 P.M. - In the Conference Room of the Santa Ana Library with all <br />Councilmembers present except Norton and Pulido <br /> <br />BUDGET PRESENTATION <br /> <br />City Manager David Ream reviewed the issues raised by the Council during the April 15 <br />Budget meeting, and outlined staff's efforts to address each of those issues which included: <br />Economic Development and City Manager positions, Library Board and community fund <br />raising efforts relative to library services, City partnerships with the School District and <br />Rancho Santiago College to provide expanded library services, contractual street sweeping <br />services, a municipal towing service, water rates, voluntary forfeiture of a pending salary <br />increase by Santa Ana City Employee Association members, management bonuses, the <br />Presidential Stimulus plan, Chamber of Commerce suggestions regarding the City budget, <br />and various concerns raised by the Fire Benevolent Association. <br /> <br />Councilmember Richardson requested a timeline for possible establishment of a municipal <br />towing service, and a list of firms impacted by charges for fire alarm processing. <br /> <br />Cl]~r COIJNCIL MINUTES 171 APRIL 27, 1993 <br /> <br /> <br />
