COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Miles Leach, 2025 W. Tenth Street, requested clarification regarding Agenda Item 55.A. <br />Public Works Agency Executive Director Jim Ross explained that the resolution was required <br />on an annual basis and reaffirmed the City's conformance to the Orange County Master Plan <br />of Arterial Highways. <br /> <br />John Spring, 2117 N. Towner, thanked the City for its assistance with regard to an addition <br />he was building on his property and also encouraged the listening audience to attend the <br />Council meeting at which measures to conform City requirements to the American <br />Disabilities Act would be considered. <br /> <br />Don Edwards, 1424 1/2 Louise Street, reported use of excessive force by the Santa Ana <br />Police Department and requested an investigation by the City Council. The Mayor explained <br />to Edwards that his complaint should be referred to the Orange County District Attorney's <br />Office or the California Attorney General's Office. <br /> <br />Val Fish, property owner at 1030 W. Highland, requested more Police enforcement against <br />drug dealing in his neighborhood and assistance from the City to help property owners in <br />evicting undesirable tenants. Councilmember Richardson indicated he would follow up with <br />Judge Brooks regarding a recent Small Claims Court decision concerning the adjacent <br />property at 1026 W. Highland. <br /> <br />Sean Mill, 617 S. Starboard, stated that the citizens of Santa Ana, not the trash competitors <br />as alleged in a recent letter from David Ross, Great Western Reclamation, to the Human <br />Relations Commission, were fighting a proposed Materials Recovery Facility (MRF). <br /> <br />Dolores Otting, 5 Star Rubbish, requested information regarding the City's expenditure of <br />$80,000.00 for an AB 939 Education Program. The Mayor requested staff provide a report <br />concerning that expenditure to the Council with a copy to Ms. Otting. <br /> <br />Madeline Arakelian, South Coast Refuse Corporation, reported she had attended the meeting <br />concerning the Environmental Impact Report for the proposed MRF in Santa Ana, and <br />informed the Council that what was being proposed was a transfer station not a materials <br />recovery facility. The Mayor requested staff provide a report to the Council regarding a <br />Materials Recovery Facility operating within the City of Orange. <br /> <br />Paul Le, 1814 W. Cubbon, reported his neighbor had been ticketed for parking on his <br />driveway.
