<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />JUNE 19, 2006 <br />TITLE: <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />APPROPRIATION ADJUSTMENT <br />RECOGNIZING THE RECEIPT OF MEASURE <br />M METROLINK FUNDS FOR THE SANTA <br />ANA SECOND MAIN TRACK PROJECT <br />(PROJECT NO 6-1724) <br /> <br />j' <br />l <br /> <br />i CITY MANAGER <br /> <br />VRECOMMENDED ACTION <br /> <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />Approve <br />Measure <br />to the <br />project <br /> <br />an appropriation adjustment recognizing $190,000 in unanticipated <br />M Metrolink funds in account no. 32-01-5054, and appropriating it <br />Santa Ana Second Main Track project account no. 32-551-6631, <br />no.06-1724. <br /> <br />DISCUSSION <br /> <br />On January 6, 2003, the City Council approved a settlement agreement with <br />the Southern California Regional Rail Authority, commonly referred to as <br />Metrolink, relating to Metrolink's Santa Ana Second Main Track project. <br />The settlement agreement stipulates that Metrolink will pay the City <br />$190,000 within thirty (30) days following receipt of the notice to <br />proceed with construction. <br /> <br />The funds recei ved by the City are to be used to construct proj ect <br />enhancements that are designed to enhance the character, appearance and <br />quality of life of the community in the project area. The project <br />enhancements consist of the following improvements: 1) replacement of <br />existing windows on homes fronting Lincoln Avenue between Fairhaven <br />Avenue and Seventeenth Street with double pane windows, 2) installation <br />of three neighborhood entrance markers at Seventeenth Street, Santa Clara <br />and Fairhaven Avenues, and 3) planting of additional 25-gallon size trees <br />between the railroad right-of-way from Fairhaven Avenue to Santiago Creek <br />to provide a visual screen from passing trains. <br /> <br />The project enhancements are to be constructed by the City concurrently <br />with the second main track project. The project schedule calls for the <br />project to be completed by May 2008. <br /> <br />20E-1 <br />
