<br />CITY COUNCIL MEETING DATE: <br /> <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />JUNE 19, 2006 <br />TITLE: <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />AGREEMENT WITH THE ABBEY GROUP <br />TO PROVIDE AUTOMATED BOOKING <br />SYSTEM <br /> <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with The Abbey Group for the <br />purchase of an Automated Booking System in an amount not to exceed <br />$355,000. <br /> <br />DISCUSSION <br /> <br />The United States Department of Justice, Office of Community Oriented <br />Policing Services (COPS) awarded a MORE Technology grant to the Police <br />Department. COPS MORE is a grant program that supports the use of <br />technology to improve the effectiveness of the department's police <br />officers. This grant provides funds to assist the department with the <br />purchase of a multi-faceted Automated Booking System (ABS). The system <br />will consist of an integrated jail management system with jail reporting, <br />fingerprinting, and booking modules that can be operated by non-sworn <br />police personnel. This would enable the sworn personnel to spend more time <br />patrolling the streets. The use of this grant funding is limited to <br />technology purchases. <br /> <br />On April 11, 2005, the City issued a Request for Proposal (RFP) for an <br />Automated Booking System. A total of seven proposals were received. Each <br />of the proposals was reviewed by staff members of the Technology and <br />Support and Jail Bureaus, and was evaluated on the following criteria: <br />interoperability, userability, warranty, service, price and compliance with <br />minimum specifications. Following staff evaluation, the Abbey Group was <br />selected based on interoperabili ty, value of modules, and past proven <br />installations.
