<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />JUNE 19, 2006 <br />TITLE: <br /> <br />APPROVED <br />[J As Recommended <br />[J As Amended <br />[J Ordinance on 1 st Reading <br />[J Ordinance on 2nd Reading <br />[J Implementing Resolution <br />[J Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />RESOLUTION CONCERNING THE <br />STATUS OF THE CIRCULATION <br />ELEMENT FOR THE CITY OF SANTA <br />ANA <br /> <br /> <br />FILE NUMBER <br /> <br />/ <br /> <br />v/RECOMMENDED ACTION <br /> <br />Adopt a resolution affirming consistency between the City's Circulation <br />Element and the Orange County Master Plan of Arterial Highways. <br /> <br />DISCUSSION <br /> <br />Each year local agencies are required to submit documentation to the <br />Orange County Transportation Authority to obtain and remain eligible to <br />receive Measure M Program Funds. Additionally, every even-numbered year, <br />the City is required to adopt a resolution affirming consistency between <br />the City's Circulation Element and the Orange County Master Plan of <br />Arterial Highways (MPAH). The resolution attests that the City's adopted <br />General Plan Circulation Element does not preclude implementation of the <br />MPAH within the City of Santa Ana. Furthermore, it declares that no <br />unilateral reduction in through-lanes has been made on MPAH arterials <br />during Fiscal Years 2004/2005 and 2005/2006, that a uniform setback <br />ordinance is in effect, and that provisions are in place to limit access <br />to arterial highways in order to protect the integrity of the system. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />There is no environmental impact associated with this action. <br /> <br />FISCAL IMPACT <br /> <br />Adoption of the resolution will enable the City to continue to receive <br />approximately $3.8 million Measure M turnback funds each year and to be <br />eligible for all Competitive Grant Funding Programs administered by the <br />OCTA. <br /> <br /> <br />~~1/lA: ~Mu. <br /> <br />ames G.
