LEVEL OF SERVICE DESCRIPTIONS <br />SIGNALIZED INTERSECTIONS <br />Level of <br /> <br />Service ICU Vatue Description <br />A 0.00 - 0.60 EXCELLENT - No vehicle waits longer than one red light and no approach phase is <br /> full used. <br />B 0.61 - 0.70 VERY GOOD - An occasional approach phase is fully utilized; many drivers begin <br /> to feel somewhat restricted within ou s of vehicles. <br />C 0.71 - 0.80 GOOD - Occasionally drivers may have to wait through more than one red light; back- <br /> u s ma develo behind turnip vehicles <br /> FAIR -Delays may be substantial during portions of the rush hours, but enough <br />D 0.81 - 0.90 lower volume periods occur to permit clearing of developing lines, preventing <br /> excessive back-u s. <br />E 0.91 - 1.00 POOR -Represents the most vehicles that the intersection approaches can <br /> accommodate; ma be lop lines of waiin vehicles throu h several si al c cles. <br /> FAILURE -Back-ups from nearby locations or on cross streets may restrict or <br />F > 1.00 prevent movement of vehicles out of the intersection approaches. Tremendous <br /> dela s with continuous) increasin ueue len ths. <br />The following intersections will be analyzed using the ICU methodology: <br />• Grand Avenue and Avenue <br />• Grand Avenue and Brookhollow Drive <br />• Grand Avenue and Dyer Road <br />• Dyer Road and Main Street <br />• Red Hill Avenue and Dyer Barranca Parkway <br />Signalized Intersections - Ilighway Capacity Manual (HCM) Methodology <br />The following study intersections are Caltrans intersections and will therefore be analyzed using the Highway <br />Capacity Manual (HCM) 2000 methodology for signalized intersections. <br />Grand Avenue and SR-55 SB off-ramp <br />Dyer Avenue and SR-55 SB off/on-ramp/Hotel Terrace Drive <br />Dyer Avenue and SR-55 NB off/on-ramp <br />This methodology estimates the average total delay (in average seconds per vehicle) for each of the <br />movements to or from the minor street, and determines the level of service for each movement. <br />Just as with the ICU methodology, the HCM delay forecast translates to a Level of Service designation, <br />ranging from LOS "A" to LOS "F". The descriptions of operating conditions for each Level of Service are <br />very similar to the LOS descriptions for signalized intersections.
