PUBLIC COMMENTS <br /> <br />Bernie LaChapelle, 1346 Rene, spoke in opposition to a Utility Users Tax increase, <br />commended Councilmember Richardson for proposing a county-wide approach to the <br />homeless issue, and requested a contact person for the "Healthy Tomorrows" program. <br /> <br />Mayor Young referred LaChapelle to Council Services Manager Lorraine Lazarine as the <br />"Healthy Tomorrows" contact person. <br /> <br />The following individuals expressed concerns that the Willard permit parking district had <br />created a shortage of parking spaces for residents of multi-unit buildings: <br /> <br />Sky Bassett, 511 E.
