Approve an appropriation adjustment authorizing reimbursement revenues <br />for the FY 2004 Urban Area Security Initiative grant in the amount of <br />$228,401 into the revenue account (account no. 125-01-5621-1) and <br />appropriate same into FY 2004 Urban Area Security Initiative grant <br />expenditure accounts (account no. 125-331-6291-33105 and 125-331-6641- <br />33103) . <br /> <br />2. <br /> <br />Direct the <br />the Clerk <br />Anaheim to <br />Urban Area <br />$228,401. <br /> <br />City Attorney to prepare and authorize the City Manager and <br />of the Council to execute an agreement with the City of <br />transfer or purchase equipment or services for the FY 2004 <br />Security Initiative grant in an amount not to exceed <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative (UASI) grant from the federal Department of Homeland <br />Securi ty, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment, training and systems to prevent, respond to and recover from <br />acts of terrorism. The grant provides total reimbursement to local <br />agencies for equipment purchases and training approved and authorized by <br />the federal Office of Domestic Preparedness. <br /> <br />To expedite the enhancement of domestic preparedness, it was mutually <br />agreed that Santa Ana UASI would be the lead agency in retaining a <br />consultant to prepare a Strategic Plan and to purchase Personal Protective <br />Equipment and the Anaheim UASI would provide partial funding for these <br />expenditures. This type of inter-agency leveraging of procurement <br />resources has been encouraged as an efficient strategy for expending <br />program funds by the federal Department of Homeland Security. <br /> <br />20A -1 <br />
