COMMENTS <br /> <br />John Raya distributed copies of "Orange County Challenge: Youth Development" to the <br />Council, commented on the City's various anti-gang efforts, and suggested the court referral <br />program which permits community service as a means of restitution for those convicted of <br />minor crimes should be a countywide effort. <br /> <br />Tamara Niles, 200 W. Columbine, J-5 reported continuing difficulty in parking on the street <br />near her apartment complex due to the City's enactment of a permit parking district in the <br />area. City Manager Dave Ream indicated staff was working on the problem and would report <br />to the Council in the coming week. <br /> <br />RECESSED - 7:25 P.M. <br /> <br /> To the Santa Ana Housing Authority and immediately reconvened with all <br /> Councilmembers present except Councilmember Mills <br /> <br />90.B. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />In response to Councilmember McGuigan's query, Police Chief Walters reported no vehicular <br />deaths had occurred over the Holiday Season. McGuigan noted the Century High School <br />cheer leaders would be participating in the upcoming National Band Association competition <br />in Orlando, Florida and encouraged the audience to contribute toward their travel expenses. <br /> <br />Councilmember Lutz commended the Fire Department on its excellent job in extinguishing <br />several fires during adverse wind conditions in his neighborhood during the Holidays. He <br />requested staff contact the property owner at the northeast comer of Bristol Street and <br />Memory Lane to replace a fence apparently damaged by wind. <br /> <br />Councilmember Richardson noted the recent death of Fire Safety Analyst Lou Sargent, <br />requested the Council meeting be adjourned in his honor, and extended condolences to the <br />Sargent family. Richardson also commended the Fire Department on its Christmas Toy Drive <br />in which he had personally participated in distributing gifts. <br /> <br />Mayor Pro Tern Pulido requested the Clerk of the Council prepare appropriate recognition at <br />an upcoming Council meeting for service above and beyond the call of duty by Police <br />Division Cormmanders Bmce Carlson and Dan McCoy and Miniondas' Sergio Velasquez in <br />locating a missing person. <br /> <br />In response to Councilmember Moreno's inquiry, Community Development Agency Executive <br />Director Cindy Nelson provided an update regarding anticipated receipt of a two grants to <br />assist the homeless. Also in response to Councilmember Moreno, Police Chief Paul Walters <br />reported Santa was still in contention for funds to be awarded through a federal grant to put <br />more police officers on the streets. <br /> <br />CITY COUNCIL MlNUTES 11 JANUARY 3, 1994 <br /> <br /> <br />
