COPS MORE is a grant program that supports the use of <br />technology to improve the effectiveness of the department's police <br />officers. This grant provides funds to assist the department with the <br />purchase of a multi-faceted Automated Booking System (ABS). A key module <br />of the ABS is Visiphor Corporation's In Field Automated Booking System <br />(IFABS) . This would enable the sworn personnel to move arrestees through <br />the booking process more efficiently and in turn, spend more time <br />patrolling the streets. The use of this grant funding is limited to <br />technology purchases. <br /> <br />On April 11, 2005, the City issued a Request for Proposal (RFP) for an <br />Automated Booking System. The project consisted of two components, a jail <br />management system and a mobile booking application. The RFP allowed for a <br />separate award of each component, if necessary. A total of seven proposals <br />were received. Visiphor Corporation and Compudyne submitted a joint <br />proposal. Each of the proposals was reviewed by staff members of the <br />Technology and Support and Jail Bureaus, and was evaluated on the following <br />criteria: interoperability, userability, warranty, service, price and <br />compliance with minimum specifications. <br /> <br />Following staff evaluation, Visiphor Corporation was selected to provide <br />the pre-booking software based on interoperability, value, connectivity, <br />userability and past proven installations. On June 19, 2006, Council <br />authorized an agreement with The Abbey Group to provide the jail management <br />system, the other component of the Automated Booking System.
