<br />- <br /> <br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />May 23, 2006 <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 5:45 p.m. in the Council Chambers, 22 Civic Center <br />Plaza, Santa Ana. <br /> <br />ATTENDANCE <br /> <br />The following Committee members were present: <br />Absent: <br /> <br />Lisa Bist and Alberta Christy <br />Carlos Bustamante <br /> <br />Staff present were: Jay Trevino, Executive Director Planning and Building Agency; Kenneth <br />Adams, Assistant Director Planning and Building Agency; Ben Kaufman, Chief Assistant <br />City Attomey; Bruce Dunams, Community Preservation Manager; and Steve Gutmann, <br />Supervisor of Inspeclions. <br /> <br />AGENDA ITEMS <br />1. APPROVAL OF MINUTES - APRIL 25, 2006 MEETING <br /> <br />- <br /> <br />Approved by a vote of 2:0 (Bustamante absent) <br /> <br />2. PRE-SALE INSPECTION PROGRAM <br /> <br />Bruce Dunams provided an overview of the history of the pre-sale inspection <br />program effort by the council committee. As part of the staff presentation he <br />highlighted the meeting between staff. local real estate professionals and <br />members of the neighborhood communication linkage organization. His <br />discussion covered the list of issues brought to the table by both groups. <br /> <br />The real estate industry preferred an amended local disclosure program to the <br />institution of a pre-sale inspection program. Whereas the community linkage <br />representatives were strong advocates of the program because they felt it would <br />get at a variety of significant issues facing Santa Ana. Mr. Dunams stated that <br />the meeting allowed the two groups to have a positive discussion about local real <br />estate issues facing Santa Ana without any rancor since both sides had <br />significantly differing opinions. <br /> <br />- <br /> <br />The Committee members engaged in considerable discussion about the "local <br />option" real estate transfer disclosure statement. Staff provided a detailed <br />analysis of the statement and highlighted the strengths and weakness of the <br />"local disclosure" proposal. The Committee members felt the "local disclosure" <br />
