<br />City of Santa Ana <br />Emergency Shelter Grant <br />Scope of Work <br />Name of Organization- Legal Aid Society of Orange County <br />Name of Funded Program- Santa Ana Homeless Legal Outreach Program <br />Annual Accomplishment Goal <br />I. Total number ofunduplicated clients (Santa Ana and Non-Santa Ana Residents) anticipated to be served by <br />the funded program, named above, during the 12-month contract period. <br />52PERSONS <br /> <br />II. Description of Work - In the space below, describe the program to be funded during the 12-month <br />contract period. <br />The SAHOP staff work extensively with several collaborative agencies and their staff members. SAHOP will(1) train these agencies <br />to identify legal problems and to assist homeless clients with obtaining government benefits; (2) continue an intake system that <br />provides for immediate referral of clients who need legal assislance to LASOC and; (3) provide outreach clinics at homeless shelters. <br /> <br />SAHOP will increase access to legal services for the homeless by collaborating with all of the interested local agencies that offer <br />services to the homeless and to provide direct legal services to 52 homeless clients. SAHOP will maintain collaborative relationships <br />between the Homeless Legal Outreach Project and cornmunity agencies that provide services to homeless and at risk of being <br />homeless individuals and families. SAHOP will also conduct outreach workshops and clinics directly at homeless shelters to identify <br />new clients and will educate clients on legal options for legal problems and will inform clients of multiple options available in <br />obtaining legal help from SAHOP staff; through hotline, direct calls to Staff Attorney andIor Paralegal, or walk-in appointments. <br />Finally, SAHOP will continue to recruit Whittier, Western State and Chapman Law School interns to provide legal assislance in <br />cases that involve complex legal issues and require extensive legal research. <br /> <br />Currently SAHOP accepts referrals from collaborating agencies for persons who have been identified by the agency as having a civil <br />legal problem and also contacts all homeless service providers within our conununity and collaborates or partners with providers that <br />are interesled in participating in this service delivery system. SAHOP also provides legal services to the homeless victims to move <br />them toward self-sufficieny. <br /> <br />IV. Activities funded by this grant - How will ESG funds be used for the funded program? Narratively <br />describe the budget for the funded program illustrated in Exhibit B and B-1. <br />All of the funds from this grant will go directly toward compensation of time for the Managing Attorney and Staff Paralegal involved <br />in this project. Renato Izquieta, the Managing Attorney for this project, will work approximately 165 hours on this project out of his <br />1,820 annual hours (35 hours per week x 52 weeks per year). The Santa Ana Homeless Legal Outreach Program is requesting $7,450 <br />for Renato Izquieta's work on the project throughout the year. This work will account for approximately 9% of his time allocation, <br />equaling approximately $10,000 of his total annual compensation. <br /> <br />Gloria Perez, the Staff Paralegal for this project, will work approximately 110 hours on this project out of her 1,820 annual hours (35 <br />hours per week x 52 weeks per year). The Santa Ana Homeless Legal Outreach Program is requesting $2,950 for her work on the <br />project throughout the year. This work will account for approximately 6% of her time allocation, equaling approximately $3,500 of <br />her total annual compensation. <br /> <br />While all of the funds obtained from this program will compensate staff time, other funds will be required to cover costs for program <br />staff salaries & benefits, rent, office supplies, administrative overhead, local travel and more.
