a <br />Environmental Consulting Services <br />Approach <br />for the City of Santa Ana General TRC provides on -site abatement construction administration and project monitoring services to ensure <br />abatement contractor compliance with pertinent state and federal regulations. <br />l Lead Survev <br />a TRC provides surveys for the presence of lead in construction materials. This includes lead -based paint (LBP) <br />and other lead- containing building materials. Department of Housing and Urban Development (HUD) and <br />Los Angeles County Guidelines are used by California Department of Health Services (DHS) Lead Certified <br />individuals to complete the survey. The XRF instrument indicates the lead concentrations in the painted surfaces <br />in a non - destructive manner. The XRF model utilized provides a conclusive concentration range for lead <br />d concentration in LBP and precludes the requirement for paint chip laboratory analysis. The results obtained <br />from the XRF indicate whether painted orfinished surfaces contain lead in concentrations exceeding the HUD <br />standard for LBP. This information can be used to determine the appropriate removal and disposal of the <br />i building materials. Additional restrictions for demolition activities may be imposed, because although the <br />d instrument reading may indicate a "negative" for lead, airborne lead concentrations may still exceed the lead <br />I action levels of Cal /OSHAortheCal /OSHA Permissible Exposure Limit (PEL), depending on the site activities. <br />Phase I Environmental Site Assessments <br />TRC has completed ESA projects for the City on both the Patricia Lane Park Project and the Grand Avenue <br />Widening Project, as well for the OCTA for the 1 -5 freeway widening. In addition, TRC routinely conducts <br />Phase I assessments for buyers, sellers, developers, and financial institutions. A summary of this experience is <br />detailed in Section C. <br />Our approach to the ESA is to provide fast response to allow our clients to evaluate a course of action; <br />maintain the schedule for property acquisition, development or sale; and work toward obtaining the <br />investment goals for the property. The ESAs are performed in accordance with standards of the American <br />Society for Testing and Materials (ASTM) as outlined in the Phase I Environmental Site Assessment Process. <br />Specific elements include: <br />• Conduct a physical site reconnaissance of the subject property and adjacent properties for indications of <br />contamination or potential sources of contamination that may impact the subject property. In addition, <br />qualitatively evaluate the building envelope (if applicable) for the possible presence of ACM, LBP, <br />polychlorinated biphenyls (PCBs), and mold. <br />• Interview the current property owner or other knowledgeable persons regarding the current and /or <br />historical uses of the property. <br />• Review an environmental database report of listings for the subject and adjacent properties located within <br />the specified search distances indicated in the relevant Scope of Work and /orthe ASTM Standard. <br />• Review historical information (including past ESAs done for the property and compliance records, if <br />applicable, and aerial photographs, United States Geological Survey [USGS] Topographic maps, Sanborn <br />Maps, and city directories) and building and safety department permits for details regarding the history of <br />site developmentand use of the property. <br />• Research and document local geology, hydrogeology, and site setting. <br />• Contact city, county, and state regulatory agencies for information regarding the subject property and <br />adjacent properties that may potentially impact the subject property. Regulatory agencies contacted <br />typically include City Building and Safety Departments; County Offices of Environmental Health Services; <br />California Regional Water Quality Control Board (RWQCB), California Environmental Protection Agency <br />(Cal -EPA), Department of Toxic Substances Control (DTSC); SCAQMD; and the State of California <br />Department of Natural Resources Division of Oil and Gas. <br />
