The funding is to be used fOI costs of equipment <br />Ielated to enhancing the protection of identified Critical Infrastructure and Key Resources (CI/KR) <br />sites. CI/KR sites are potential terrorist targets that have been determined to be of national-level <br />importance in the areas of public health and safety, governance, economic and national security, and <br />public confidence. Within the Orange County Operational Area, 23 CI/KR sites have been identified and <br />approved for funding to develop protective measures to deter, prevent, prepare and protect the sites from <br />a potential terrorist threat or attack. <br /> <br />The 23 Orange County CI/KR sites, which were selected by the federal Department of Homeland <br />Security from a larger list submitted by the Orange County Operational Area and the Governor's Office <br />of Homeland Security, are all located within cities (see Exhibit A). The filst Iesponders for each city <br />(Sherifflcity police departments) have prepared Vulnerability Reduction Purchasing Plans for the <br />identified sites, which have been approved by the Governor's Office of Homeland Security and the <br />federal Department of Homeland Security. The grant funding is to be used to purchase equipment from <br />the Department of Homeland Security's 2005 Authorized Equipment List, pursuant to these plans. Four <br />ofthe sites are located within cities that are law enforcement contract partners with the Sheriff's <br />Department (Lake Forest, Laguna Hills, Mission Viejo and Stanton), and one site is the Orange County <br />Fairgrounds, which is also a contract partner. As the first responder for these five sites, the Sheriff's <br />Department will purchase and retain the equipment approved on their Vulnerability Reduction <br />Purchasing Plans (see Exhibit B). GIant funding will be passed through to the cities that are not contract <br />partners after execution of an Agreement to Transfer Funds for 2005 Buffer Zone Protection Program <br />Grant Purposes. <br /> <br />The grant provides for 2.5 pelcent of the total grant amount to be used for administration and <br />management of the grant.
