<br />FY05 HOMELAND SECURITY GRANT PROGRAM
<br />I. ELIGIBLE APPLICANTS AND FUNDING AVAILABILITY
<br />The Fiscal Year (FY) 2005 Homeland Security Grant Program (HSGP) integrates the
<br />State Homeland Security Program (SHSP), the Urban Areas Security Initiative (UASI),
<br />the Law Enforcement Terrorism Prevention Program (LETPP), the Citizen Corps
<br />Program (CCP), the Emergency Management Performance Grants (EMPG), and the
<br />Metropolitan Medical Response System (MMRS) Program Grants into a single
<br />application kit. Funding from this combined program will significantly enhance the ability
<br />of states, territories, urban areas, and local agencies to prevent, deter, respond to, and
<br />recover from threats and incidents of terrorism. The Governor of each State' has
<br />designated a State Administrative Agency (SAA) to apply for and administer the funds
<br />under HSGP. The SAA is the only agency eligible to apply for HSGP funds and is
<br />responsible for obligating HSGP funds to local units of governmene and other
<br />designated recipients.
<br />In accordance with the FY05 Department of Homeland Security Appropriations Act,
<br />FY05 allocations in Table 1 below for SHSP, LETPP, and CCP were determined by a
<br />formula using a base amount of 0.75% of the total allocation for each state (including
<br />the District of Columbia and the Commonwealth of Puerto Rico), and 0.25% of the total
<br />allocation for each U.S. Territory with the balance of funds being distributed on a
<br />population -share basis3.
<br />FY05 UASI funding allocations were determined by a formula based on credible threat,
<br />presence of critical infrastructure, vulnerability, population, population density, law
<br />enforcement investigative and enforcement activity, and the existence of formal mutual
<br />aid agreements. Table 2 lists FY05 UASI funding, including homeland security
<br />assistance for nonprofit organizations that will be provided through the states to the
<br />urban areas.
<br />Per Congressional direction, FY05 EMPG funds were allocated consistent with FY04
<br />EMPG. Pursuant to the Compact of Free Association, $50,000 each may be available
<br />for the Federated States of Micronesia and the Republic of the Marshall Islands. The
<br />FY05 MMRS allocation is $227,592 for each of the 124 MMRS jurisdictions as listed in
<br />Table 3.
