Attachment A <br />FY05 HOMELAND SECURITY GRANT PROGRAM <br />o Of this amount, up to 10% of FY05 UASI funds may be used to support <br />operational overtime costs incurred at Code Yellow or Orange alert that <br />are associated with increased security measures at critical infrastructure <br />sites in UASI jurisdictions. <br />o The remaining 1501, of FY05 UASI funds may be used to support <br />operational overtime costs incurred only at Code Orange alert that are <br />associated with increased security measures at critical infrastructure sites <br />in UASI jurisdictions. <br />This guidance also applies to operational overtime costs incurred at National <br />Special Security Events (NSSEs) in UASI jurisdictions, as designated by the <br />Secretary of Homeland Security. <br />States with UASI jurisdictions can use UASI funds retained at the state level to <br />reimburse eligible operational overtime expenses incurred by the state (up to a <br />maximum of 25% of the state share of the UASI grant). However, those activities <br />must directly support increased security measures enacted in the UASI <br />jurisdictions. States should be judicious in the use of federal grant funds when <br />protecting critical infrastructure and should leverage public /private partnerships. <br />States should also consider the use of private assets in the protection of private <br />facilities. <br />In support of these efforts for enhanced capabilities of detecting, deterring, disrupting, <br />and preventing acts of terrorism, costs eligible for reimbursement under this policy are <br />identical to those deemed allowable under previous Code Orange alerts. Therefore, <br />subject to the conditions stated above, states and local governments may use FY05 <br />UASI and LETPP funds to support: <br />• Select operational expenses associated with increased security measures at <br />critical infrastructure sites. Funds may only be used in the following authorized <br />categories: <br />• Backfill and overtime expenses for staffing state or local EOCs <br />• Hiring of contracted security for critical infrastructure sites <br />• Public safety overtime <br />• National Guard deployments to protect critical infrastructure sites, <br />including all resources that are part of the standard National Guard <br />deployment package <br />• Increased border security activities in coordination with U.S. Customs and <br />Border Protection (CBP). <br />Consumable costs, such as fuel expenses, are not allowed except as part of <br />the standard National Guard deployment package. <br />DEPARTMENT OF HOMELAND SECURITY I OFFICE FOR DOMESTIC PREPAREDNESS <br />26 <br />
