Attachment A <br />FY05 HOMELAND SECURITY GRANT PROGRAM <br />2) overtime and backfill costs associated with attendance at ODP- sponsored and ODP- <br />approved CBRNE and cyber security training courses. <br />The target audience for training courses include emergency preparedness, prevention <br />and response personnel, emergency managers and public /elected officials within the <br />following disciplines: firefighters, law enforcement, emergency management, <br />emergency medical services, hazardous materials, public works, public health, health <br />care, public safety communications, governmental administrative, cyber security and <br />private security providers. The homeland security training program should also include <br />training for citizens in awareness, preparedness, prevention, response skills, and <br />volunteer activities and be coordinated through state and local Citizen Corps Councils. <br />States are encouraged to adopt current ODP awareness and performance level <br />courses. In order to deliver these courses, state and local instructors must have been <br />certified to deliver the course by successfully completing ODP train - the - trainer course <br />delivery. Detailed descriptions of ODP courses are included in the ODP CBRNE <br />Training Course Catalog at httr)://www.o'1).usdo'.aov/odp/docs/coursecatalog.J)d . <br />Programs of instruction for these courses will be made available upon request to assist <br />efforts to institutionalize these training programs at the state and local levels. <br />ODP will conduct periodic reviews of all state and urban area training funded by ODP. <br />These reviews may include requests for all course materials and physical observation of <br />or participation in the funded training. If these reviews determine that courses are <br />outside the scope of this guidance, grantees will be asked to repay grant funds <br />expended in support of those efforts. <br />ODP provides the following definitions of key training terms to facilitate a common <br />understanding of the FY05 HSGP guidance: <br />ODP Courses: those courses developed for and or delivered by institutions and <br />organizations funded by ODP. <br />Federal Courses Related to CBRNE Terrorism: those courses developed for <br />and or delivered by institutions funded by federal entities other than ODP that fall <br />within the ODP mission scope to prepare state and local personnel to prevent, <br />respond to, and recover from acts of terrorism involving CBRNE weapons. <br />Non - Federal Courses: those courses developed for and or delivered by <br />institutions or organizations other than federal entities or ODP. <br />Developing and Institutionalizing Non -ODP Courses. States and urban areas <br />intending to either 1) develop a new course or 2) institutionalize an existing non -ODP <br />course must follow the updated FY05 ODP course approval process. Please see <br />Appendix E: Overview of Approval Process for Non -ODP Developed Courses for more <br />information.
