Attachment A <br />Program Changes, Continued <br />National National Initiatives include: <br />Initiatives <br />• Implementing the National Incident Management System (NIMS) <br />• Implementing HSPD (Homeland Security Presidc ntial Directive) 8 <br />• Implementing the National Response Plan (NRP) including the <br />Catastrophic Incident Response Annex (CIRA) w the NRP <br />• Achieving tactical interoperable communications <br />• Institutionalizing awareness training <br />• Public awareness and citizen participation <br />Section IV of the U.S. DHS Program Guidelines a�d Application Kit (v 2. 0), <br />beginning on page 47, provides details on these Natiooal Initiatives. <br />Employee On Page 41 of DHS' Program Guidelines and App <br />ication Kit, it is <br />Labor - stated that it is allowable to redirect "public safety off <br />cers" from <br />Redirected their normal duties to HSGP 05 allowable activities. <br />This appeared to <br />Stab imply that non - "public safety officers ", however, could <br />not be redirected <br />from their normal duties to HSGP 05 allowable activities. <br />That is not <br />the case. Since the release of DHS' Program Guidelines <br />and Application <br />Kit, ODP has confirmed that both "public safety officers" <br />and <br />"non-public safety officers" can be redirected from their <br />normal duties <br />to allowable HSGP 05 activities. In doing so, howe <br />er, DHS does caution <br />subgrantees to follow all non - supplanting requirement. <br />Operational The federal DHS now allows up to 25% of the UAS and LETPP funds to be <br />Costs and used for certain operational expenses. See pages 26 and 72 of the U.S. DHS <br />Border Security Program Guidelines and Application Kit (v 2.0), r a full description of <br />allowable Operational costs. <br />Additionally, UASI and LETPP funding may be used for certain operational <br />costs in support of federal agencies for increased bor der security.
