Marty Shirey <br />Santa Ana Animal Services <br />60 Civic Center Plaza M -18 <br />PO Box 1981 <br />Santa Ana, CA 92701 <br />Subject: Proposed Mediation/Hearing Officer Services <br />Dear Sergeant Shirey: <br />Please accept this correspondence as a proposal from the St. Vincent de Paul institute for Conflict <br />Management (ICM) to provide mediation/hearing officer services for the City of Santa Ana Animal <br />Services Department. The proposed mediation/hearing officer services provide a process in which <br />representatives from Santa Ana Animal Services and those who have been or may be cited by Santa Ana <br />Animal services meet face to face with a neutral third party, who assists them in discussing pending <br />issues and formulating a mufually agreeable resolution to those issues. Steps in the process involve: <br />1. The referring agency sends the case file to ICM. <br />2. ICM staff perform intake on the case, setting up an in -house computer and paper file, and assign <br />a Mediator/Hearing Officer who will verify information contained within the case file. <br />3. The Mediator /Hearing Officer will contact and schedule a time to either meet in person or over <br />the telephone reschedule a mutually convenient time and place to facilitate a mediation hearing. <br />4. This mediation hearing usually results in an agreement, signed by the parties. <br />5. ICM staff monitor agreements until the agreed upon resolution is completed. <br />6. Cases are then closed and case files maintained for the correct proscribed period. <br />The fee for providing the above mediation/hearing officer services is $75.00 per mediation. Upon receipt <br />of invoice for services provided by ICM, this fee is to be paid within thirty (30) days or within timelines <br />established by normal billing/payment procedures utilized by Santa Ana Animal Services. <br />Thank you for your interest in the Institute for Conflict Management.
