<br />CITY COUNCIL MEETING DATE: <br /> <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />AUGUST 7, 2006 <br /> <br />TITLE: <br /> <br /> <br />F COUNCIL USE ONLY: <br /> <br /> <br />APPRO ED <br />D As Recommended <br />D As Amended <br />D Ordinance on 1" Reading <br />D Ordinance on 2'd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br />AGREEMENT WITH ALLISON & <br />PARTNERS FOR UASI PUBLIC <br />EDUCATION CAMPAIGN <br /> <br /> <br />CITY MANAGER <br /> <br />';;;;; <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement wi h Allison & Partners to <br />provide public education campaign on terrorism a d emergency preparedness <br />in an amount not to exceed $180,000. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted $15 million Urban Area <br />Security Initiative (UASI) grant from the federa Department of Homeland <br />Securi ty, through the State of California, Offi e of Homeland Security. <br />This initiative was designed to enhance the domes ic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment, training, and systems to prevent, resp nd to, and recover from <br />acts of terrorism. The grant provides total reimbursement to local <br />agencies for equipment purchases and training ap roved and authorized by <br />the federal Office of Domestic Preparedness. <br /> <br />In a collaborative effort, the cities of San a Ana and Anaheim are <br />leveraging UASI grant funds to bring a public educ tion campaign concerning <br />terrorism and emergency preparedness. After a Request for Proposal (RFP) <br />was completed by the City of Anaheim, the mark ting firm of Allison & <br />Partners was selected and retained. The City of Anaheim UASI has <br />implemented preliminary phases of the "ReadyOC" ca paign countywide. <br /> <br />Under the terms of this agreement, additional pha es of the campaign will <br />include a "ReadyOC" Community Liaison, strategic pans for community events <br />and media relations, and "Response Training" m rketing. In order to <br />continue the efforts within the Santa Ana Urban Ar a, staff recommends that <br />the City enter this agreement with Allison & Partn rs. <br /> <br />25G-1 <br /> <br />I <br />
