CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION (G.C. <br /> Section 54956.9) <br /> <br />Name of Case: City of Santa Aha v. 5-Star, Orange County Superior Court <br />Case No. 726083 <br /> <br />No action was reported out of Closed Session. <br /> <br />RECESS - 7:58 P.M. - 8:14 P.M. <br /> <br />RECONVENED - 8:14 P.M. - In Room 510, City Hall, 20 Civic Center Plaza with all <br /> Councilmembers present <br /> <br />WORK STUDY SESSION <br /> <br />POLICY DISCUSSION OF CITY'S DEVELOPMENT GOALS, POLICIES, AND <br />PROCESSES <br /> <br />Planning and Building Agency Executive Director Robyn Uptegraff briefly reviewed the <br />City's Vision and Goals and the schedule of upcoming work study sessions on the City's <br />development processes. She indicated the purpose of the sessions was to work toward <br />agreement between staff and the Council with regard to development in a built-out city, and <br />that the primary activity of this session would be to identify areas of particular interest to the <br />Council. <br /> <br />Councilmembers discussed the information sources including case studies, benchmark cities, <br />and customer feedback that would be used for the work study sessions. <br /> <br />Councilmember Mills encouraged the attendance of Planning Commissioners at the sessions. <br /> <br />Councilmember Richardson requested any written materials be provided in advance of the <br />meetings. <br /> <br />Uptegraff facilitated a brainstorming session with the Council which identified several areas <br />for discussion at future sessions including but not limited to: <br /> <br />mixed zoning in the Logan Neighborhood; <br /> <br />residential fence heights; <br /> <br />commercial signs, mobile signs, sign standards, and enforcement of sign <br />violations; <br /> <br />parking overflow from adjacent uses into residential neighborhoods; <br /> <br />CITY COUNCIL MINUTES 26 JANUARY 17, 1995 <br /> <br /> <br />
