Approve and adopt the Negative Declaration for Environmental Review <br />No. 2006-74. <br /> <br />2. Adopt an ordinance approving Zoning Ordinance Amendment No. 2006-03. <br /> <br />DISCUSSION <br /> <br />Background <br /> <br />Numerous cities in California are adopting ordinances regulating <br />"Superstore" retail stores due to the potential of local negative impacts. <br />At City Council request, research was conducted and work study sessions <br />held with the Planning Commission at its March 13, 2006 meeting and with <br />the City Council at its March 20, 2006 meeting to discuss the potential of <br />amending the Santa Ana Municipal Code (SAMC) by adopting regulations for <br />Superstore retail. Current provisions of SAMC do not address the <br />potential impacts associated with these establishments. <br /> <br />Analysis of the Issues <br /> <br />Superstore retail establishments are a relatively recent trend in local <br />economies and are not without controversy. Al though there are several <br />positive effects related to their presence, such as the generation of <br />sales tax and employment, there are also concerns related to the <br />environmental and economic impacts, such as business displacement, <br />stemming from their operation. Concerns include increased traffic and air <br />quality impacts, as well as the preservation of existing community <br />commercial establishments that serve the local neighborhood. <br />EXHIBIT A <br />75A-2 <br /> <br />f <br />
