Substantially alter the existing drainage pattern of the <br />site or area, including through the alteration of the <br />course of stream or river, or substantially increase the <br />rate or amount of surface runoff in a manner, which would <br />result in flooding on or off-site? <br />D. Create or contribute runoff water which would exceed the <br />capacity of existing or planned storm water drainage <br />systems or provide substantial additional sources of <br />polluted run-off? <br /> <br />L. Result in increased impervious surfaces and associated runoff? <br /> <br />M. Create a significant adverse environmental impact to drainage <br />patterns due to changes in runoff flow rates or volumes. <br /> <br />No Impact <br /> <br />The City of Santa Ana has a Master Plan of Drainage to guide the <br />construction of adequate drainage facilities in the City. The <br />facilities include a series of underground storm drain systems, <br />open storm drain systems, catch basins and natural drainages. A <br />significant drainage impact can occur when existing rates of <br />surface water runoff are increased and existing drainage <br />facilities are unable to accommodate the additional rates of <br />runoff. Existing rates of surface water runoff can increase <br />through the introduction of additional amounts of impervious <br />surfaces, or through changes to existing drainage patterns. <br /> <br />Approval of the proposed amendment to the Municipal Code to <br />establish an ordinance for the regulation of Big Box retail uses <br />would not alter existing drainage patterns or increase existing <br />rates of surface water runoff, in that approval of the proposed <br />ordinance would not introduce additional impervious surfaces or <br />involve the development of any activities that would impact <br />existing drainage patterns. Through the conditional use permit <br />process, future Big Box retail uses implemented under the <br />proposed ordinance would be evaluated for potential drainage <br />impacts. <br /> <br />F. Place housing within a 100-year floodplain, as mapped on a <br />federal Flood Hazard Boundary or Flood Insurance Rate Map <br />or other flood hazard delineation map? <br />G.
