i ~a <br />I ECONOMIC DEVELOPMENT ELEMENT <br />The goals and policies presented by the Element offer the framework for the ROLICY PLAN <br />Policy Plan and the Implementation Plan. The following list of goals and <br />policies has evolved along with the demographic and business characteristics <br />of the community since adoption of the current General Plan sixteen (16) <br />years ago. <br />Economic Development Goals <br />The City's first industrial zonin <br />district was created in 1953 on <br />Goal 1 Increase employment opportunities for local residents. <br />Harbor Boulevard on property <br />owned by the Segerstrom <br />Goal 2 Maintain and enhance the diversity of the City's economic base. family. <br />^ <br />Goal 3 Increase Santa Ana's share of the regional economy. <br />Goal4 Expand the tax base of local government to improve and <br />maintain the level of public services. <br />Goal 5 Promote a "business friendly' atmosphere by keeping taxes and <br />fees at a fair level competitive with those of comparable <br />communities, and by assisting desirable business growth. <br />Goal 6 Establish numerical benchmarks for measuring the success of <br />economic development program activities, as well as analyzing <br />various economic trends. <br />~H~~~ <br />
