<br />) <br /> <br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />June 27,2006 <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 5:47 p.m. in Training Room 1602, City Hall Ross Annex. <br /> <br />ATTENDANCE <br /> <br />The following Committee members were present: <br />Absent: <br /> <br />Lisa Bist and Alberta Christy <br />Carlos Bustamante <br /> <br />Staff present were: Jay Trevino, Executive Director Planning and Building Agency; Kenneth <br />Adams, Assistant Director Planning and Building Agency; Ben Kaufman, Chief Assistant <br />City Attorney; Bruce'Dunams, Community Preservation Manager and Dave Urbin, Project <br />Manager, Public Works Agency. <br /> <br />AGENDA ITEMS <br /> <br />1. <br /> <br />APPROVAL OF MINUTES - MAY 23,2006 MEETING <br /> <br />) <br /> <br />Approved by a vote of 2:0 (Bustamante absent) <br /> <br />2. <br /> <br />SHOPPING CART DISCUSSION <br /> <br />Bruce Dunams presented an overview of the previous discussions undertaken by the <br />committee regarding shopping cart management. He referenced the previous <br />discussion of the January 24,2006 NIICE committee meeting and the three previous <br />recommendations provided to the committee by the staff. <br /> <br />The options are listed as follows: <br /> <br />· Require immediate on-site cart containment system within six (6) months for all <br />retail merchants. <br /> <br />· Require new establishments and all those over 20,000 square-feet to install an <br />on-site cart containment prior to issuance of certificate of occupancy. Existing <br />businesses may remain under existing retrieval system unless a determination is <br />made that the business is in violation of a pre-determined threshold. In that <br />case, the store would be required to install an on-site cart containment system. <br /> <br />· Allow merchants to provide a plan detailing their own containment system. If the <br />merchant's plan fails to keep carts on-site they must then install a city-approved <br />cart containment system. <br /> <br />138-14 <br />
