Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute a cooperative agreement with State <br />of California Department of Transportation (Caltrans) in the amount of <br />$250,000 for the Santa Ana Depot Art Wall Project. <br /> <br />2. Approve an appropriation adjustment accepting Caltrans Division of <br />Rail Minor Capital Funds for the Santa Ana Depot Art Wall Project in <br />the amount of $250,000 into the Select Street Construction Fund <br />(account no. 59-01-5342-8) and appropriating funds to the Select <br />Street Construction Fund (account no. 59-551-6631) for the Santa Ana <br />Depot Art Wall Project. <br /> <br />DISCUSSION <br /> <br />In 1999, the City applied for and received Transportation Enhancement <br />Activities (TEA) funding for the Art Wall Project at the Depot (Project <br />1821). This project involves the construction of a concrete block wall <br />that will function as a backdrop on which art images can be displayed. <br />The wall will be approximately 500 feet long by 10 feet high and will be <br />constructed adjacent to the existing railroad tracks just east of the <br />Depot railroad platforms. <br /> <br />Due to coordination issues with Metrolink's Pedestrian Bridge Project and <br />ongoing litigation with the original contractor for this project, Brandt <br />Commercial Signs, the construction of the Art Wall has been delayed and <br />construction costs have escalated. Caltrans Division of Rail has <br />identified $250,000 in additional funding for the Art Wall Project. Staff <br />is requesting the appropriation adjustment to recognize these funds for <br />the project. Construction of this project will proceed with a new <br />contractor once the litigation with the original contractor is resolved. <br /> <br />25L-1 <br />
