Approve an Appropriation Adjustment recognizing additional revenues <br />of $166,930 in Title I Youth funds from the State of California for <br />Workforce Investment Act youth programs. <br />2. Adopt a resolution authorizing the City Manager or designee to <br />execute all necessary documents for the Workforce Investment Act <br />sub-grant with the State of California, Workforce Investment <br />Division. <br />DISCUSSION <br />The Workforce Investment Act (WIA) of 1998 provides funds to Local <br />Workforce Investment Areas (LWIA) to operate job-training programs <br />allowable under the Act for adults, dislocated workers and youth who meet <br />specific criteria as outlined in the Act. The City of Santa Ana was <br />designated as an LWIA and administrative entity on January 28, 2000, by <br />the State Workforce Investment Board. Santa Ana has received WIA funds <br />to operate job-training programs since July 1, 2000. <br />A new sub-grant is required at the beginning of each program year in <br />order to avoid the commingling of funds from previous years. The <br />submission of this sub-grant is the first step in the process enabling <br />Santa Ana to receive these WIA funds as they are allocated by the State <br />for program year 2006-07. <br />By submitting this sub-grant agreement, the City will be eligible to <br />receive $1,019,729 in WIA Youth funds for program year 2006-07. The City <br />will also be eligible to receive additional funds for the Adult and <br />Dislocated Worker programs during the year by a unilateral modification <br />from the State of California. <br />20B-1 <br />
