DISCUSSION The Library Director recently completed a review of his agency's functions and structure. This analysis included an examination of the duties and responsibilities of various job classifications. As a result of this review, the Library Director is proposing to reallocate three positions. One Executive Secretary position would be reallocated to Library Technician in order to provide more library services to Santa Ana youth; one part-time civil service (30 hours per week) Library Technician position would be reallocated to a part-time civil service Accounting Assistant position to assume some of the duties performed by the eliminated Executive Secretary position; and one Senior Accounting Assistant position would be reallocated to Management Analyst (UC) to perform higher-level responsibilities such as preparation of the department's budget. The reallocation from Executive Secretary to Library Technician will result in a cost savings and the reallocations from Library Technician (PTCS) to Accounting Assistant (PTCS) and Senior Accounting Assistant to Management Analyst (UC) will result in cost increases as noted below. FISCAL IMPACT The fiscal impact figures below represent estimated costs for the remainder of the fiscal year, assuming an effective date of September 1, 2006.
