<br />. <br /> <br />~ <br /> <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />SEPTEMBER 5, 2006 <br />TITLE: <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />AGREEMENT WITH URS/EG&G FOR <br />HOMELAND SECURITY EXERCISE AND <br />EVALUATION PROGRAM <br /> <br />~ <br /> <br />~ <br /> <br />CI MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with URS/EG&G to provide a <br />Homeland Security Exercise and Evaluation Program in an amount not to <br />exceed $750,000. <br /> <br />DISCUSSION <br /> <br />The United States Department of Homeland Security, Office of Domestic <br />Preparedness has developed the Urban Areas Security Initiative funding <br />program (UASI). VASI provides funds to local emergency first responders to <br />enhance security and overall preparedness to prevent, respond, and recover <br />from acts of terrorism. The grant specifically provides funding for anti- <br />terror equipment, planning, training, exercises, and technical assistance. <br />The City of Santa Ana has been designated as an Urban Area Core City for <br />the second year and has been awarded funding from the Department of <br />Homeland Security UASI program in the amount of $8,220,754. <br /> <br />As a requirement of the UASI grant, the recipients are required to develop <br />and implement a three-year exercise program. The cities of Santa Ana and <br />Anaheim combined their efforts in this endeavor and the City of Anaheim <br />took the lead in the first year of hiring a vendor to complete this <br />requirement. URS/EG&G was retained by the City of Anaheim to produce a <br />comprehensive three-year exercise plan for both cities. URS/EG&G was also <br />retained by the City of Anaheim to provide all of the exercises outlined in <br />the first year of the plan. <br /> <br />The three-year exercise program is a joint project between the cities of <br />Santa Ana and Anaheim and it was mutually agreed that Santa Ana would <br />assume the lead in securing the professional services agreement for the <br />second year of the program. URS/EG&G will provide a comprehensive exercise <br />program that will include two functional exercises, multiple tabletop <br />exercises, drills, and workshops. <br /> <br />25E-1 <br />
