<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />SEPTEMBER 5, 2006 <br /> <br />TITLE: <br /> <br />APPROVED <br /> <br />D As Recommended <br />D As Amended <br />D Ordinance on 1 st Reading <br />D Ordinance on 2nd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br />AGREEMENT WITH AMERICAN <br />HOMELAND SOLUTIONS TO PROVIDE <br />TRAINING <br /> <br /> <br />~ <br /> <br />CITY ANAG R ~ <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with American Homeland <br />Solutions to provide training in an amount not to exceed $50,000. <br /> <br />DISCUSSION <br /> <br />The United States Department of Homeland Security, Office of Domestic <br />Preparedness has developed the Urban Areas Security Ini tiati ve funding <br />program (UASI). UASI provides funds to local emergency first responders to <br />enhance security and overall preparedness to prevent, respond, and recover <br />from acts of terrorism. The grant specifically provides funding for anti- <br />terror equipment, planning, training, exercises, and technical assistance. <br />The City of Santa Ana has been designated as an Urban Area Core City for <br />the second year and has been awarded funding from the Department of <br />Homeland Security UASI program in the amount of $8,220,754. <br /> <br />As one of the requirements of the UASI grant, Santa Ana Police, Jail, and <br />Ci ty personnel are required to receive training in the National Incident <br />Management System and the Incident Command System. The City issued a <br />Request for Proposal (RFP) for a vendor to provide this training. American <br />Homeland Solutions was the only vendor to respond to the RFP and they meet <br />all of the listed specifications for this mandated training. Staff <br />recommends entering into this agreement with American Homeland Solutions in <br />an amount not to exceed $50,000. <br /> <br />FISCAL IMPACT <br /> <br />Funds are available in the FY 2004 UASI Grant, Other Contractual Services <br />account (account no. 125-331-6291-33108). <br /> <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br /> <br />(.' ~ <br />"V, . <br />-..... f- v~...'-- ~ '- <br /> <br />Paul M.
