<br />r <br />I <br />I . <br /> <br />e <br /> <br />e <br /> <br />EXHIBIT A-I <br /> <br />OBLIGATIONS OF TOWNSEND PUBLIC AFFAIRS. INC. <br /> <br />A. Townsend Public Affairs will represent the City of Santa Ana in Sacramento. <br />B. The Consultant will confer with the City Manager and such other City personnel <br />as the City Manager may designate at times and places mutually agreed to by the <br />City Manager and Sacramento Representative on all organizational planning and <br />program activity which has a bearing on the ability of the City to make the best <br />use of state programs. <br />C. Consultant will review state proposals, legislation, under consideration, proposed <br />and adopted administrative rules and regulations and other Sacramento <br />developments for the purpose of advising the City of those items which may have <br />a bearing on City policy or programs. <br />D. Consultant will secure and furnish such detailed information as may be available <br />on state issues in which the City indicates an interest. <br />E. Consultant will review and comment on proposals of the City which are being <br />prepared for submission to state agencies when requested to do so by the City. <br />F. Consultant will maintain liaison with the City's delegation and will assist the <br />delegation in any matter which the City determines to be in its best interest in the <br />same manner as any other member of the City's administrative staff might render <br />assistance. <br />G. Consultant will counsel with the City regarding appearance by City personnel <br />before legislative committees and administrative agencies and will arrange for <br />appointments and accommodations for City personnel as necessary. <br />H. Consultant will contact state agencies on the City's behalf when City applications <br />are under consideration by such agencies and otherwise take whatever steps <br />appear to be necessary to obtain the most favorable consideration of such <br />applications. <br />I. Consultants shall focus its efforts on: <br />1. Pursue funding opportunities related to the statewide infrastructure bonds, <br />including, but not limited in the areas of transportation, parks and <br />recreation, flood protection, and joint use facilities. <br />2. Work directly with legislative leaders, Orange County delegation <br />members, and City of Santa Ana legislators to advocate the City's interests <br />in trailer bill legislation that will be produced related to each ofthe bonds <br />that is passed. <br />3. Monitor and recommend positions on legislation affecting City interests. <br />4. Support, as needed, City efforts related to federal appropriations and other <br />initiatives requiring outreach to local and regional agencies. <br /> <br />
