PUBLIC COMMENTS <br /> <br />Pat Mill thanked Councilmember Moreno for clarifying the difference between a Request for <br />Proposal and a competitive bidding process at the February 20 Council meeting, repeated her <br />request for the City's trash contract to be competitively bid, and asked when the Council would <br />discuss possible changes to the City's trash contract.
