a per can rate, possible City liability arising from the use of the new trucks, and possible obsolescence <br />of equipment prior to contract expiration. <br /> <br />RECESSED - 8:02 P.M. - 8:17 P.M. <br /> <br />Waste Management of Orange County President Bob Coyle, representing Great Western <br />Reclamation, briefly described the mechanical operations of the trucks proposed for use in the <br />Recycling Program and responded to questions on various aspects of trash collection. <br /> <br />PUBLIC COMMENTS <br /> <br />David Ross from BFI raised several issues regarding the proposal to extend Great Western <br />Reclamation's trash contract with the City including, but not limited to, the conduct of' a more <br />comprehensive analysis of the proposal, design ora customized trash collection system for Santa Ana, <br />impacts on street parking due to the use of side-arm collection vehicles, and use of public financing <br />by a $14 billion private company. Ross urged the City not to hurry in establishing the recycling <br />program, opining that waste diversion goals could by accomplished in a short period, and speculated <br />that the City's residents would benefit if the trash contract were put out for competitive bids. <br /> <br />In response to Florence Leach's inquiry, Mayor Pulido indicated no material recycling facilities were <br />proposed for construction in Santa Ana. <br /> <br />Dolores Otting from 5-Star Rubbish opined that if the City purchased the containers and garbage <br />trucks, any trash company, including her own small company, could bid to operate the contract. <br /> <br />ADJOURNMENT - 8:53 P.M. - To 6:00 p.m., March 28, 1996 at the Conference Room in <br /> the Santa Ana Main Library, 26 Civic Center Plaza <br /> <br />Clerk of the Council <br /> <br />CITY COUNCIL MINUTES 94 MARCH 21, 1996 <br /> <br /> <br />
