<br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />July 31, 2006 <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 5:42 p.m. in Training Room 1602, City Hall Ross Annex. <br /> <br />ATTENDANCE <br /> <br />The following Council members were present: Lisa Bist, Alberta Christy and Carlos <br />Bustamante <br /> <br />Staff present were: Jay Trevino, Executive Director Planning and Building Agency; Kenneth <br />Adams, Assistant Director Planning and Building Agency; Ben Kaufman, Chief Assistant <br />City Attorney; Bruce Dunams, Community Preservation Manager; and Will Hayes, Project <br />Manager, Public Works Agency. <br /> <br />- <br />AGENDA-ITEMS <br /> <br />1. <br /> <br />APPROVAL OF MINUTES <br />A. July 25, 2006 Meeting Cancelled <br /> <br />C.. <br /> <br />Approved by a vote of 3:0 <br /> <br />2. <br /> <br />SHOPPING CART CONTAINMENT ORDINANCE <br /> <br />,. <br /> <br />Bruce Dunams provided a detailed overview of the staff proposal to address the <br />shopping cart issues of the greater Santa Ana community. In addition to the staff <br />proposal, he also provided the committee with a cart retrieval survey conducted by <br />staff that provides information from store managers regarding the cart retrieval <br />system at their respective place of business. <br /> <br />Mr. Dunams provided details of the staff proposal which include two primary <br />elements. These elements focus on (1) containing a merchant's shopping carts on- <br />site, and (2) retrieving them in these hopefully rare instances where the carts have <br />been taken off-site. His proposal generated a number of questions and comments <br />from the committee members. . <br /> <br />( <br /> <br />Mr. Kaufman provided the committee members with a legal synopsis of the activities <br />of other communities including Buena Park, Anaheim and Long Beach. He <br />suggested the committee be prudent in recommending an appropriate sunrise <br />clause in the legislation so as to give all interested parties an opportunity to prepare <br />for the program's implementation. <br /> <br />138-1 <br />
