Reject the bid from Troxell Communications as nonresponsive to the <br />specification. <br /> <br />2. <br /> <br />Award a contract to Martell Electronics, Inc. <br />Olympus Digital Recorders and accessories <br />$17,103.16. <br /> <br />for the purchase of <br />in the amount of <br /> <br />DISCUSSION <br /> <br />The Santa Ana Police Department Detective and Investigative Divisions <br />require recorders to document suspect and witness interviews. The extended <br />recording time using digital recorders is crucial during long interviews. <br />with the use of digital recorders documents can be stored digitally into <br />the SAPD Digital Imaging Management System (DIMS), which reduce the storage <br />space needed in Evidence. <br /> <br />The notice inviting bids was advertised on July 16 and 18, 2006, and bids <br />were solicited. A summary of the bid invitations and bids received is as <br />follows: <br /> <br />10 Invitations For Bid mailed <br />3 Bids received <br /> <br />Bids were received, opened on August 23, 2006, and evaluated (Exhibit 1). <br />The bid from Troxell Communications did not include all items listed in the <br />specifications, and was therefore considered nonresponsive.
