<br />Conditional Use Permit No. 2006-11 <br />Variance Nos. 2006-03 thru 2006-05 <br />August 28, 2006 <br />Page 3 <br /> <br />All new construction meets City codes i however, discretionary actions <br />are required for a reduction in landscaping along Bristol Street, <br />landscape planters within the shopping center, for a reduction in <br />parking and to operate a drive-through restaurant in the General <br />Commercial (C-2) zoning district. Each discretionary action needed for <br />the project to move forward is discussed below. <br /> <br />Conditional Use Permit <br /> <br />The shopping center is located in the General Commercial (C- 2) zoning <br />district which requires a conditional use permit for eating <br />establishments with drive-through window service. The drive-through <br />lane is designed to City standards with a stacking distance of 80 feet <br />provided from the pick-up window to the order board and an additional 80 <br />feet of stacking provided from the order point to the end of the drive- <br />through lane. The Starbucks building and surrounding area meet City <br />codes pertaining to landscaping, parking and setbacks. The drive- <br />through lane will be hidden by a landscaped berm and hedge to help <br />screen vehicles using the drive-through lane and to minimize glare from <br />vehicle headlights during evening hours. Staff recommends that the <br />Planning Commission approve the conditional use permit necessary to <br />operate an eating establishment with drive-through window service. <br /> <br />Variances <br /> <br />Reduction In landscaped setbacks along Bristol Street <br /> <br />Fifteen <br />Avenue. <br />setback <br />the new <br /> <br />feet of landscaping is required along Bristol Street and Warner <br />The applicant has provided the necessary I5-foot landscaped <br />along Warner Avenue and along the street frontage occupied by <br />building on Bristol Street. <br /> <br />Along the remainder of Bristol Street to the south of the proposed <br />building, between five and eight feet of new landscaping is provided, <br />which includes a two-foot vehicle overhang into this landscape area. To <br />mitigate the reduced landscape setback, 18 new 36-inch box trees are <br />being added to the new landscaping provided at the shopping center along <br />the Bristol Street frontage. <br /> <br />31A-4 <br />
