REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 18, 2006 <br />TITLE: <br />CONSOLIDATED ANNUAL PERFORMANCE AND <br />EVALUATION REPORT <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15t Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize submittal of the Consolidated Annual Performance and Evaluation <br />Report to the U.S. Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />1. Receive public comment on the Consolidated Annual Performance and <br />Evaluation Report for fiscal year 2005-06. <br />2. Authorize submittal of the Consolidated Annual Performance and <br />Evaluation Report to the U.S. Department of Housing and Urban <br />Development. <br />By a vote of 5:0 (Turner, Welty absent) at its Regular Meeting of <br />September 5, 2006. <br />DISCUSSION <br />The Consolidated Five Year Plan is a comprehensive planning document that <br />identifies a jurisdiction's overall need for affordable and supportive <br />housing, community development programs, social services and economic <br />opportunities. The Plan outlines a strategy for using four federal <br />programs and other resources to meet those needs. Those programs are <br />Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), <br />HOME Partnership (HOME), and Housing Opportunities for Persons with AIDS <br />(HOPWA) The Plan also identifies five-year numeric goals for meeting <br />the needs that the jurisdiction will seek to achieve during the period <br />covered by the Plan. <br />As part of the Consolidated Plan process, the City is required to submit <br />annually a Consolidated Annual Performance and Evaluation Report (CAPER), <br />19C-1 <br />CITY MANAGER <br />
