REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 18, 2006 <br />TITLE: <br />AMEND AGREEMENT WITH THE <br />PHOENIX GROUP FOR AN AUTOMATED <br />PARKING CITATION SYSTEM <br />/` <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1 S` Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to amend the agreement with the Phoenix Group for an <br />Automated Parking Citation System to increase compensation by an additional <br />amount of $125,000 for the current agreement term and extend the term by an <br />additional one-year period in an amount not to exceed $275,000 annually. <br />DISCUSSION <br />On February 22, 2005, Council authorized the Police Department to execute <br />an agreement with the Phoenix Group to provide an Automated Parking <br />Citation System for issuing and processing parking citations and the <br />collection of parking penalties. The automated parking citation system <br />streamlines and expedites the issuance and processing of parking citations. <br />Phoenix Group also handles all refunds related to parking penalties. <br />The additional funds of $125,000 are requested for the current agreement <br />term due to increased enforcement of parking violations, creating <br />additional processing activity. The proactive enforcement has greatly <br />enhanced revenue, with an increase of over $735,000 compared to FY 04-05. <br />Staff's evaluation <br />satisfactorily and <br />term, in an amount <br />through the end of <br />the processing, <br />citations. <br />has determined that the Phoenix Group has performed <br />recommends renewing the agreement for another one-year <br />not to exceed $275,000.
