<br />Attachment A <br /> <br />Problem Statement: <br /> <br />The Tustin Police Department currently does not have a sufficient number of mobile radios for <br />existing staff. In addition, the City of Tustin is experiencing rapid growth and development. The <br />Tustin Marine Corps Air Station is in the process of being developed into the Tustin Legacy. <br />This significant development will be a mix of residential housing, commercial offices, an <br />entertainment center, schools, parks, and various governmental facilities. This development will <br />increase our permanent population, as well as significantly affect our daytime population. As a <br />result, we will need to hire additional police officers to respond to calls for service generated <br />from this development, as well as to protect the various properties, and to ensure the safety of the <br />residents, business community, and visitors alike. <br /> <br />We currently do not have enough mobile radios to equip the officers who would be tasked to <br />patrol this newly created development. <br /> <br />Goal: <br /> <br />In order to ensure the safety of the officers tasked with providing law enforcement services to <br />this area, and to ensure that those seeking law enforcement assistance would receive service in a <br />timely manner, it is our goal to equip each officer with a mobile radio. <br /> <br />Obiectives: <br /> <br />The goals will be accomplished by ensuring officers are able to maintain communication with <br />the dispatch center and other officers when they are away from their patrol unit. Equipping each <br />newly hired officer with a mobile radio will provide the communication capabilities necessary to <br />achieve this objective. <br /> <br />Quantifiable Performance Measures: <br /> <br />We intend to measure our performance of the equipment purchase by analyzing our response <br />times to calls for service.
