<br />Attachment A <br /> <br />The goal of the PROACT Task Force is to pro-actively seek out and eradicate all <br />methamphetamine labs and methamphetamine in Orange County, thus providing a safer <br />community for the residents, employees and visitors within the County. <br /> <br />Ob;ectives: <br /> <br />1) Utilize the Bureau of Narcotic Enforcement Automated Precursor Compliance System, as <br />well as other local, state, and federal sources of illicit clandestine laboratory intelligence <br />sources to identify methamphetamine laboratory manufacturers in the County of Orange. <br />2) Pro-actively target, investigate and arrest methamphetamine users, laboratory operators, <br />traffickers, and chemical suppliers in the County of Orange. <br />3) Actively pursue the successful prosecution of those individuals arrested for the <br />manufacturing and distribution of methamphetamine. <br />4) Utilize the Drug Endangered Children (DEC) program when children are found at a lab <br />site or when children are being directly exposed to direct or indirect drug usage. <br />5) Network with existing BNE mandated Orange County clandestine laboratory program <br />personnel, and work cooperatively with all law enforcement agencies in Orange County <br />to provide a ready resource for police assistance in mitigating actual and perceived <br />threats to individual jurisdictions presented by methamphetamine laboratories. <br />6) Provide information to youths about the dangers of methamphetamine through school and <br />community forums. <br />7) Provide methamphetamine laboratory training to local police agencies and community <br />groups. <br />8) Refer all cases of methamphetamine related identity theft cases for prosecution or to <br />applicable police agencies for investigative follow-up. <br /> <br />Quantifiable Performance Measures: <br /> <br />The success of the PROACT will be based on the following statistics: <br /> <br />. Number, Type and Geographic location of Drug Arrests <br />. Number, Type of Location and Geographic Location of Bureau of Narcotic Clandestine <br />Laboratory Incident Seizures <br />. Number of Bureau of Narcotic Clandestine Laboratory Incident Seizures conducted in the <br />County of Orange versus those conducted by the PROACT <br />. Number, Location and Age Distribution of Drug Endangered Children Cases <br />. Total search warrants served by the PROACT <br /> <br />Funding: <br /> <br />TOTAL PROACT ALLOCATION: $348,849.52 <br />TOTAL ADMINISTRATION FEE: $4,370.51 <br />TOTAL CITY DISTRIBUTION: $83.830.97 <br />TOTAL JAG FUNDING: $437,051.00 <br /> <br />2006-DJ-BX-0158 <br />
