Noted that the problem is not just grocery carts, but carts from other <br />merchants <br />. Carts are abandoned throughout the City <br />. Once abandoned by commercial patrons, the carts can be picked up <br />by transients or others <br />. The intangible costs of abandoned carts: creation of a negative <br />impression of the City, impression that things are out of control, and <br />impact on ability to attract and maintain residents and businesses in <br />the City <br />. The monetary expense of cart retrieval is currently borne by the City <br />. Potential safety concerns with children, motorists, pedestrians and <br />members of the disabled community <br />.
