<br />- <br /> <br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Special Meeting Minutes <br />August 16, 2006 <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 5:45 p.m. in the Council Chambers, 22 Civic Center <br />Plaza, Santa Ana. <br /> <br />ATTENDANCE <br /> <br />The foilowing Council members were present: Lisa Bist, Alberta Christy and Carlos <br />Bustamante <br /> <br />Staff present were: Jay Trevino, Executive Director Planning and Building Agency; Kenneth <br />Adams, Assistant Director Planning and Building Agency; Ben Kaufman, Chief Assistant <br />City Attorney; Bruce Dunams, Community Preservation Manager; and Will Hayes, Project <br />Manager, Public Works Agency. <br /> <br />AGENDA ITEMS <br />1. SHOPPING CART ORDINANCE <br /> <br />- <br /> <br />Bruce Dunams provided an overview of the previous abandoned shopping cart <br />discussion that has occurred at previous NI/CE Council Committee meetings. He <br />summarized the staff proposal to the committee which includes both a containment <br />and retrieval element. <br /> <br />He summarized the meeting with Santa Ana merchants in a separate meeting. He <br />stated the markets were generally concerned about imposing both containment and <br />retrieval system. He indicated that markets preferred to work with a retrieval system <br />as base system from which to operate. <br /> <br />2. PUBLIC COMMENTS ON AGENDA ITEM <br /> <br />The following neighborhood residents spoke in favor of shopping cart legislation: <br />John Bowery, Julie Stroud, Lolita Inez. Barbara Muirhead, Debbie McEwen, T.C. <br />Bradford, Judy Edge, George Collins, Vicki Yammamoto, Desi Reyes, Evangeline <br />Gawronski, Steve McGuigan, Manny Pinion, Tish Leon, Bernadette Urman, Michael <br />Macres, Glen Stroud and Mary Guzman <br /> <br />The following market and cart use vendors provided input from a merchant <br />perspective: Jennifer Forkish, Shawn Thompson, Steve Garcia, Joe Cabrera and <br />Joe Greene <br /> <br />- <br />
