In order to address the long-term impacts of the telecommunication and <br />utility services street cuts, Ross indicated stall'was proposing adoption ora trench cut fee, to be paid <br />in addition to the current utility franchise fees, to provide funds for pavement maintenance. <br /> <br />City Engineer George Alvarez discussed the relationship between the City and utility companies; <br />provided an update on public works agencies' efforts statewide to mitigate trench cut impacts; and <br />showed slides demonstrating trenching equipment, street deterioration following trench cuts, Utility <br />Trench Permit statistics for FY 93-94 and FY 94-95, criteria used to set trench cut fees, benefits of <br />such fees, and instances in which fees would be waived. Alvarez opined Los Angeles would be the <br />first city to adopt a trench cut fee and indicated Dr. M.Y.
