<br />3. COMMITTEE MEMBER COMMENTS <br /> <br />Committee member Bustamante offered his comments supporting a containment <br />only system focusing upon the problem as private property issue. He requested staff <br />investigate the legal circumstances under which the code enforcement staff could be <br />granted citation authority for people whom are in illegal possession of shopping <br />carts. He asked that staff investigate the "smart cart" concept now used at the <br />airports. <br /> <br />Committee member Christy asked several legal questions regarding shopping carts <br />frc;>m outer cities, carts with items not purchased from local markets, shopping carts <br />as transportation for children and infants and shopping carts used as utility vehicles <br />for alternative transportation and storage. She stated that abandoned shopping <br />carts are a primary issue for the merchants. <br /> <br />/. <br />Committee member Sist thanked the group for its participation and asked a number <br />of questions about administrative guidelines and procedures. She asked that the <br />council study session focus upon the greater policy issues rather than the specific <br />details of the ordinarice:ShEl asked that it include an educational pro9ram as a part <br />of the overall implementation program.
