PUBLIC HEARINGS <br /> <br />AMENDMENT APPLICATION 96-006 to rezone properties from Limited Manufacturing or <br />Commercial Manufacturing to Light Industrial, Professional or General Commercial zoning <br /> <br />Legal Notice mailed on November 7, 1996 and published in The Reeister on November 8, 1996 <br /> <br />The Mayor opened the public hearing regarding Zoning Ordinance Amendment 96-002, General <br />Plan Amendment 96-006, and Amendment Application 96-006 at 7:32 p.m. <br /> <br />Presentation of staff reports and staff comments by Planning and Building Agency Executive <br />Director Robyn Uptegraff <br /> <br />Presentation of written communications by Clerk of the Council Janice C. Guy: One <br /> <br />Pacific Coast, Inc. dated November 15, 1996 <br /> <br />Jack Stephens and Carol Stephens, property owners of 1800 E. Garry Avenue, expressed concern <br />regarding the increased parking requirements of the Professional and Administrative Office Use <br />District (as opposed to those allowed under Limited Manufacturing) and inquired as to actions <br />that might be taken to allow retention of current parking standards for their property in the event <br />a catastrophe required their structure to be rebuilt. <br /> <br />There were no other speakers on the matter. <br /> <br />The Mayor closed the public hearing at 7:42 p.m. <br /> <br />Councilmember McGuigan expressed concern that heavy processing recycling was a permitted <br />use in the Light Industrial Use District. <br /> <br />Mayor ProTem Richardson expressed concern regarding the applicability of a Professional Use <br />District designation for the property bounded by Daimler Street, Deere and Alton Avenues, and <br />the AT & SF railroad track. <br /> <br />Planning and Building Agency Executive Director Robyn Uptegraff responded, addressing both <br />the Councilmembers' and the Stevens' concerns. <br /> <br />Motion: 1. <br /> <br />Amend ordinance to require a Conditional Use Permit for heavy processb~g <br />recycling #7 a Light Industrial Use District, place ordinance on first reading <br />and authorize publication of title. <br /> <br />ORDINANCE NS-2306 - An ordinance of the City of Santa Ana amending Sections <br />41-472 and 41-472.5 of the Santa Ana Municipal Code to amend the list of uses <br />permitted and conditionally permitted in the M1 (Light Industrial) Use District and <br />to repeal Sections 41-504 through 41-512 and 41-520 through 51-527 of the said <br />code to delete the LM (Limited Manufacturing) an CM (Commercial <br />Manufacturing) Use District regulations - Planning and Building Agency <br /> <br />CITY COUNCIL MINUTES 341 NOVEMBER 18, 1996 <br /> <br /> <br />
