<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />OCTOBER 16, 2006 <br />TITLE: <br />AGREEMENT TO UPGRADE <br />SUPERVISORY CONTROL AND <br />DATA ACQUISITION SYSTEM <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 " Reading <br />o Ordinance on 2"' Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with Transdyn, Inc. to <br />provide hardware and software upgrades to the Supervisory Control and Data <br />Acquisition System for the City's water production facilities for a fixed <br />fee of $950,000. <br /> <br />DISCUSSION <br /> <br />The City's water production facilities are controlled by a Supervisory <br />Control and Data Acquisition (SCADA) System. The system utilizes remote <br />programmable controllers at each water production site and a central <br />computer system located at the City Yard to remotely operate wells, pumps, <br />and reservoirs. Uninterrupted reliability and functionality of this <br />system is required to maintain operation of the water system. The <br />existing system was installed by Transdyn Controls, Inc. in 1992 and was <br />upgraded in 2000. <br /> <br />Due to the age and obsolescence of the existing hardware and software, the <br />programmable logic controllers located at each of the City's 38 water <br />production facilities must be replaced. New central computers located at <br />the City Yard are also required to provide fail-safe protection and <br />uninterrupted operation of the water system. <br /> <br />The proposed upgrade project also includes the installation of a radio <br />based communications system. This system will replace the current leased <br />telephone line system, providing increased reliability and will result in <br />an annual cost savings of approximately $40,000 in phone charges. <br /> <br />The current system provided by Transdyn has functioned since 1992 without <br />failure. Staff recommends that Transdyn Controls, Inc. be retained to <br />provide the required upgrades for a continued uninterruptible and <br />functional system. <br /> <br />25F-1 <br />
