<br />XVI. MANDATORY FINDINGS OF SIGNIFICANCE <br /> <br />A. Does the project have the potential to degrade the quality <br />of the environment, substantially reduce the habitat of a <br />fish or wildlife species, cause a fish or wildlife <br />population to drop below self-sustaining levels, threaten <br />to eliminate a plant or animal community, reduce the number <br />or restrict the range of a rare or endangered plant or <br />animal or eliminate important examples of the major periods <br />of California history or prehistory. <br /> <br />Potentially significant unless mitigation incorporated <br /> <br />The project may impact historic resources, but to a less than <br />significant level. Impacts will be mitigated by setting the <br />upper levels of the building back from the lower floors so as <br />not to obscure the historic ghost sign on the adjacent <br />building's wall. Additionally, the building will be compatible <br />with the Downtown National Register District in terms of massing <br />and scale, and will set itself apart from older development by <br />utilizing a more modern style of architecture and materials, <br />thereby meeting the Secretary of the Interior's Standard Number <br />Nine requiring new development to be differentiated from old, <br />The architecture and potential impact will be further analyzed <br />with the help of a qualified architectural historian. <br /> <br />B.
