REQUEST The proposed project is to create a Specific Development Zone 80 and development standards for a site located in the Central Business Artists Village (C3-A) zoning district with a current General Plan use designation of District Center (DC). PROJECT DESCRIPTION The subject property is located in the Central Business Artists Village (C3-A) zoning district and has a General Plan use designation of District Center (DC). The proposed project consists of the construction of a new 16,000 square foot mixed- use building with 1,189 square feet of retail on the first floor, 3,544 of basement that includes parking and storage, as well as five residential units occupying the remaining upper floors., on a 4,000 square foot lot. Parking will be provided in a subterranean garage using a lift. Project will require a zone change to create a Specific Development zone with development standards for the zone. RESPONSES TO ENVIRONMENTAL CHECKLIST The following is an analysis of potential environmental impacts associated with the proposed amendment to the Municipal Code to establish a Specific District. The analysis is based upon the City of Santa Ana Environmental Check List. The analysis focuses on impacts associated with approval of the proposed amendment to the municipal code. I. AESTHETICS A. Have a substantial adverse effect on a scenic vista? B. Damage scenic resources, including but not limited to trees, rock outpourings and historic buildings within a State highway? Less than significant. Approval of the proposed amendment to the Municipal Code to establish a zoning ordinance for a Specific District would not result in adverse impacts to any scenic vista, or scenic resource. The project area is not located within a Scenic Corridor as identified in the Santa Ana General Plan. 7 ~36f ~ O
