REQUEST <br />COUNCIL <br />FOR <br />ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 16, 2006 <br />TITLE: <br />AGREEMENT WITH SECURITY <br />SOLUTIONS, INC.FOR A VID80 <br />SECURITY MANAGEMSNT SYSTEM AT <br />CROOKE RE38RVOIR <br />Fr':, <br />_~ i <br />&, <br />6~ •~ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1~~ Reading <br />^ Ordinance on 2ntl Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an agreement with Security Solutions, <br />Inc. the amount of $164,455.00 plus a contingency of $10,000 for a total <br />project amount not to exceed $174,455 to install a security management <br />system at Crooke Reservoir. <br />On July 27, 2006, the City received approval of $175,000 from the Urban <br />Area Security Initiative (UASI) grant from the federal Department of <br />Homeland Security, through the State of California, Office of Homeland <br />Security, to harden critical infrastructure. The initiative was designed <br />to enhance the domestic preparedness of urban areas by ensuring that all <br />emergency first responders have adequate equipment and systems to <br />prevent, respond to and recover from acts of terrorism. The grant <br />provides total reimbursement to local agencies for equipment purchases <br />approved and authorized by the Office of Disaster Preparedness. <br />The grant approved is for the installation of a security management <br />system at the Crooke Reservoir located at 730 E. Memory Lane. The system <br />will include video surveillance equipment and motion sensors for the <br />reservoir, pumping station and well nos. 27 and 28. The cost of <br />installing this system will be paid for with UASI funds. <br />Security Solutions Inc. installed and commissioned a security management <br />system at the West Reservoir last year. Security Solutions, Inc. was <br />qualified for the installation of the initial video security system <br />resulting from the City's open bid process and was selected based on the <br />City's competitive bidding criteria. The new security management system <br />planned for the Crooke Reservoir will be integrated with the existing <br />system. <br />25E-1 <br />
